I had a water leak 6 months ago, we told the principal that people should fix the next day came, never later than 2 days, our bathroom ceiling collapsed, we had to go out at night without reinbursed be. Write a letter to the landlord. CC Service Village construction inspection. Send a copy to both parties. If the owner does not follow fixed w / inspector of the village. And if you do not paint on a form or the release of lead, then the grounds for a complaint!

First, copy or take anything you do.
Find a copy of your states landlord / tenant laws, many states offer online, or you may be able to find a local level, and within those laws and regulations. I know here in Missouri, a copy of the sheriff's department.
Notify your landlord of what you do and the communication with the Ministry of Health. Here you can stop legally, to pay rent until repairs are all mortal, was not deported, but on the same day that the repairs are completed, the lease must be paid in full.

You call your local health department and report it to them.
